On the 23–25 May, 2012 in Wien (Austria) and Bratislava (Slovakia) Secretariat of the International Advisory Committee of Organizations of Reserve Officers and «Flag officers’ club of the Slovak Republic», with support of the Commission on national security and social and economic problems of military people, members of their families and veterans of the Public Chamber of the Russian Federation performed a series of measures within the framework of an international action «Mission of peace and friendship».
This involved participation of delegations from 25 organizations — members of the International Advisory Committee of Organizations of Reserve Officers and guests from West, Central and East Europe, Asia and the Middle East. General Secretary of Interallied Confederation of Reserve Officers CIOR Knut Jahr also participated in the action (a representative of the Kingdom of Norway).
Taking into account increasing number of members, expanding geography and framework of the activities of the International Advisory Council of Organizations of Reserve Officers, on 24 May, 2012 participants of the second meeting of the Council decided to change its structure and transform it into an International Advisory Committee of Organizations of Reserve Officers (IAC).
They also performed the elections of executive bodies of the IAC. Alexander Kanshin was elected as President of the International Advisory Committee of Organizations of Reserve Officers.
Work of the Secretariat between two meetings was approved.
A decision was made to accept officially as members of the IAC the following organizations:
In order to increase the promptness and quality of cooperation between members of the Committee, on geographical basis there were created regional councils of organizations of countries, within which current activities of member organizations will be coordinated. Presidents of these councils were elected and became as well
Anatoly Kumakhov was elected as General Secretary of the IAC.
In accordance with the decision made at the meeting, a Presidium of the IAC will be formed, which will incorporate three representatives of each member country. In future it is planned to invite organizations, representing reserve and retired officers and veterans of North and South America, Africa and
Decorations, commemorative signs and attributes of the IAC were approved.
An «Appeal to heads of states and governments, social, veteran, youth organizations and world public» was adopted.

Participants of «Mission of peace and friendship» observed a reconstruction of an episode of combat operations of the Second World War, arranged by the Slovak party. Representatives of countries, who participated in the event, shared common opinion that an honorable mission of reserve and retired officers of organizations — members of the IAC is to contribute to preventing of conflicts and wars, to bringing up future generation in the spirit of tolerance, to strengthening trust among nations and countries, independently of their social, economic, national and confessional orientation.

YOUTH ORGANIZATIONS, AND
WORLD PUBLICWe, participants of the second meeting of the International Advisory Council of Organizations of Reserve Officers, taking place in Bratislava and Vienna, officers from East and West European countries, Middle East and Asia, appealing to the heads of states and governments, social, veteran and youth organizations, confirm our adherence to the mission of encouraging efforts, aimed at building confidence and strengthening friendly ties among reserve and retired officers, as well as peoples of countries with different social, economic, religious and political structures.
Being military people, who have received special training and have devoted our lives to serving our motherland, with many of us having not only participated in wars and conflicts, but also experienced the bitterness of losing friends and colleagues, we can understand better than anyone the value of war and peace and want to contribute to the creation of peaceful life for our children, rising generation, women and elderly people.
Participants of the meeting share common opinion that only by joint efforts we can stand against the challenges and threats of the time of globalism. Our duty is to use all our experience and capabilities to counter international terrorism, spread of drug addiction and other factors, which pose a universal threat to civilization.
We are sure that by making young people familiar with the experience and traditions of honor and dignity, we can contribute to better appreciation of the importance building trust and developing mutually beneficial cooperation between young people of different countries.
In our activities the participants of International Advisory Committee of Organizations of Reserve Officers intend to serve this honorable mission and willing to establish cooperation with all people and organizations in this sphere.Bratislava
