IAC First Meeting

Supported by the Russian Federation Defense Ministry, government of Moscow and Saint — Petersburg and Public Council at the Russian Ministry of Defense, on 15 June, 2011 the International Advisory Council of Organizations of Reserve Officers (IAC) held its first meeting in Cultural Center the Russian Federation Armed Forces.


IAC First Meeting

The organization was founded in March 2011. The National Association of Unions of the Armed Forces Reserve Officers (MEGAPIR) initiated the IAC establishment.

The event was attended by representatives of organizations of reserve officers of 16 countries, prominent commanders, veterans, activists of culture and science.

Among those present there were representatives of public associations as follows: Council of Veterans of War, Labor, Armed Forces and Law Enforcement Agencies of the Republic of Azerbaijan; Union of Veterans of the Republic of Armenia; Council of Belarus Public Association of Veterans; Public Association of «Reserve Officers’ Union of the Republic of Kazakhstan»; Organization of Veterans (Pensioners) of War, Labor, Armed Forces and Law Enforcement Agencies of the Kyrgyz Republic; Coordination Council of the Latvian Association of Antihitlerite Coalition Fighters; Republican Committee of the Association of World War II Antihitlerite Coalition of Veterans Living in Lithuania; Association of Veterans of the Republic of Moldova; National Association of Unions of the Armed Forces Reserve Officers (MEGAPIR); Generals’ Society of the Slovak Republic; Organization of Veterans of the Republic of Tajikistan; «Officer’s Honour — Ukraine» Public Association of the Armed Forces Reserve Officers; Union of Veteran Organizations of the Republic of Estonia.

IAC First Meeting

Union Soldiers of the Polish Army and Association of Spanish Reservists delegations participated in the first meeting of the International Advisory Council of Organizations of Reserve Officers as observers.

The first meeting was attended by guests from UNESCO, veteran, youth, charitable and other public organizations, diplomatic corps of countries reserve officers organizations of which joined the International Consultative Council of Reserve Officer Organizations and a number of others including the Federative Republic of Brazil, the Republic of Hungary, the Hellenic Republic, the Arab Republic of Egypt, the Republic of India, the Republic of Korea, the Republic of Lebanon, the Slovak Republic, the Czech Republic, the Republic of Finland, the Kingdom of Sweden. There were expressed welcome speeches from the leadership of Russia’s Defense Ministry, Moscow and Saint — Petersburg, Russian veteran and international organizations, diplomatic corps of various countries which didn’t succeed in joining the meeting.

During the meeting, the Council’s organizational shape was completed, there were defined common goals and tasks, ways and means of their settlement were elaborated.

Organization of Veterans of the Republic of Moldova joined the International Consultative Council as a full-fledged member.

Retired colonel Alexander Kanshin (Chairman of the Board of Directors of the National Association of Unions of Reserve Officers (MEGAPIR), member of the Russian Federation Public Chamber, Vice Chairman of the Public Council at the Russian Federation Defense Ministry was elected Chairman of the IAC. There were also elected Co-Chairmen of the International Advisory Council as follows: General-major Aytkali Isengulov (chairman of the Public Association «Reserve Militaries Union» of the Republic of Kazakhstan); General Frantishek Blanarik (Generals’ Society of the Slovak Republic); Anatoly Boyko («Officer’s Honour -Ukraine» Public Association of the Armed Forces Reserve Officers); Executive Secretary — regular diplomat Anatoly Kumakhov.

«The International Advisory Council of Organizations of Reserve Officers is a volunteer, noncommercial establishment pursuing no political goals and not interfering in home affairs of both participating and other states. IAC was set up to develop cooperation and make use of potential of reserve officers and veterans living different countries for joint interests," A. Kanshin said.

According to Mr. Kanshin, the main goal of IAC is a spiritual and intellectual cooperation of organizations of reserve officers in the interests of projects implementation and holding joints events aimed at solving tasks of mutual interest.

It is also planned to actively promote principles of mutual respect, justice and friendly attitude among the youth, to enhance healthy way of living and involving young people in fitness and sport. «To strengthen cultural, educational and business ties through people’s diplomacy there has been elaborated a mechanism of international cooperation of non — governmental organizations of reserve officers of various countries," Alexander Kanshin noted. «Herewith, we have agreed to rule out any political activities and interference in working procedures of other organizations and countries. All the Participants of the International Advisory Council are organizationally self — sufficient and unburdened with mutual financial obligations; all issues are solved on a consensus basis. To take decisions at the Council’s meetings, opinion of observers is taken into consideration," Alexander Kanshin said. Mr. Kanshin believes it to be a must for the International Advisory Council to have marks and awards, maintain a web -site on the Internet as well as to issue a periodical journal.

В свою очередь Исполнительный секретарь Совета Анатолий Кумахов рассказал, что «на заседании обсуждались следующие основные направления работы: реализация совместных проектов; проведение совместных мероприятий на многосторонней и двусторонней основе; осуществление взаимной поддержки; взаимные консультации и контакты; обмен опытом работы и иные виды взаимодействия по проблемам, представляющим взаимный интерес».

Как отметил в своем выступлении заместитель председателя «Организации ветеранов Республики Молдова» Ефим Донос, «цели и задачи Совета полностью совпадают с целями и задачами нашей организации.

«The meeting touched upon the following main areas of activities: bringing into life of joint projects; organizing of joint arrangements on a multilateral or bilateral basis; mutual support; mutual consultations and contacts; exchange of experience of activities and other kinds of partnership on issues of mutual interest," Executive Secretary of the IAC Anatoly Kumakhov said.

«Goals and tasks of the Council fully comply with goals and tasks of our association. I believe the Council will promote further protection of legal rights and interests of veterans and reserve officers and, moreover, it will assist using intellect and experience of officers necessary for education of the younger generation," Deputy Chairman of the Association of Veterans of the Republic of Moldova Efim Donos said in his address to the participants of the meeting.

«Today is a special day in the history of reserve officers relations. The Council’s activities will promote both patriotic education of the youth and the strengthening of friendship between our peoples. I think the Council will summarize experience of activities of reserve officers organizations in our countries. The experience will help us to shape our activities hereafter," «Officer’s Honour — Ukraine» Public Association of the Armed Forces Reserve Officers Chairman colonel Anatoly Boyko said.

«As an ambassador, I bolstered the initiative of setting up the Council and our generals became active participants of its foundation because it is based on a significant idea — that of historic memory. We mustn’t forget about people who provided us with peaceful living under nowadays conditions. There is a Latin proverb which reads as follows: peace is the best protection. That is why if relying on the youth, mass media and civil society your Council strengthens human relations and provides peace in this part of the world — it will be the best protection," Slovak Republic Extraordinary and Plenipotentiary ambassador to the Russian Federation Joseph Migash said.

«Today’s meeting has made an extremely good impression on me. Veterans, reserve officers of the Western, East European and former USSR countries experience similar problems. That is why I shall suggest chairman of our Soldiers Union of the Polish Army to implement along with you those areas of activities that were under discussion today," Member of the Board of Directors of Soldiers Union of the Polish Army brigade general Andrzej Lewandowski stated.

«It is a great pleasure for me to participate in such an authoritative Council. Our republican veteran council received a number of telephone calls as soon the information on the Council’s establishment was published. People take an interest in activities of the international organization, because the Council’s prospective plans include care for veterans, their families, the younger generation," Deputy Chairman of the Council of Belarus Public Association of Veterans Vasiliy Kozak announced.

«Nowadays governments place greater importance on the economic situation,foreign political ties development, active Armed Forces. Once officers retire, social reality appears to be quite difficult for them and poses quite serious problems. That’s why I find it important for each country to have an association of reserve officers. Simultaneously, as the process of the world globalization is developed enough and no single state lives in an enclosed space and all states participate in various international unions, it is of great importance for reserve officers organizations to develop international cooperation, to unite in a form of international associations. That’s why I believe the foundation of the Council is very important. We are interested in cooperation with such an association as it promotes improvement of standards of living and social welfare of retired servicemen," President of the Association of Spanish Militaries colonel Munoz Sanchez Leopoldo stated.

President of the Shaolin Martial Arts International Association Alexey Maslov was given the floor during the meeting. «The Shaolin Martial Arts Association has gained acknowledgement not only in Russia but all over the world. The kind of sport is rapidly developing. Annually we hold competitions among people of different age categories. I think that the setting up of the International Council will promote exchange of experience with representatives of other states in which the Shaolin movement is not so widespread," he said.

Member of the Board of Directors of the Junior Achievement International Public Russian-American Association Alexander Kanshin also took part in the first meeting of the IAC. «Being one of the largest international educational organizations, the Junior Achievement Programme is dynamically carrying out its activities in many countries of the world.

In fact, the educational programme teaches a real entrepreneurial art. Academician Eugene Velikhov is its founding father in Russia and nowadays there is one of the biggest centers of the programme in this country. The Megapir Association took an active part in the organization development. We opened its branches in Moscow, Kaluga, Vladikavkaz and Western Siberia. Annually, over a million of school graduates finish the programme course of studies. We believe that the programme helps to grow up not only highly educated youngsters but real businessmen, a healthy and reliable generation. Within the framework of the International Advisory Council, retired officers are able to widen international business contacts in cooperation with the youth," Alexander Kanshin stated.

«I believe the Council which has been set up today is an important, separate, and unique association possessing great potential. I wish the Council to implement its high humanistic goals you have assigned. I wish you authority, your life experience of reserve officers to help bringing together peoples of the countries you are representing full of dignity. I wish your knowledge and ideas of the future to be useful for the younger generation living in different countries. Of course, we place a particular importance on the maintaining of fraternal relations with peoples of young states which recently were part of the joint and powerful Soviet Union. We are most sincerely welcoming the approach worked out by you under which the International Advisory Council embraces representatives of so-called veteran diplomacy of other states. Besides, we bolster the expansion of relations geography," Deputy Chairman of the Russian Federation Committee on UNESKO Affairs Alexander Dzasokhov pointed out.

«The foundation of the Council is a historic event making possible for us to express hope for fruitful cooperation because children and veterans have something common to discuss. Nowadays it is impossible to educate patriots at school lessons or using movies the youngsters watch on TV or Internet. Today it is necessary to convey live experience of veterans to the younger generation and your association has the experience," Deputy Chairman of the Union of Pioneer Associations-Federation of Child Associations International Union of Child Public Associations Alexey Volokhov said.

«The setting up of the International Advisory Council is a decision of vital importance. Obviously, we shall witness results of activities of the association. I am confident that our cooperation within the framework of the Council will be rather productive," Deputy Chairman of the Council of Veterans of War, Labor, Armed Forces and Law Enforcement Agencies of the Republic of Azerbaijan colonel Kamal Aliev announced.

«Our association located in Armenia is carrying out important military and patriotic activities, taking efforts to preserve memory of the Great Patriotic War. Participating in the International Advisory Council will help ud to reach a new level of our work," Deputy Chairman of the Union of Veterans of the Republic of Armenia colonel Ruben Bakhshyan said during the meeting.

«Reserve officers of the Kyrgyz Republic entirely support noble ideas and tasks facing the International Advisory Council. If only in the world is a peaceful and stable place tolive in, our children and grandchildren will be happy and our goal is to give it to them," Deputy Chairman of the Organization of Veterans of War, Labor, Armed Forces and Law Enforcement Agencies of the Kyrgyz Republic colonel Karavay Asanaliev said.

«The foundation of the Council aroused particular attention of people of our republic. The experience attracted attention of a wide range of associations bringing together reserve officers, servicemen who fought in Afghanistan… On our behalf we bolster goals and tasks of the Council," President of the Republican Committee of Association of World War II Antihitlerite Coalition of Veterans living in Lithuania Yulyus Deksnis stated.

Chairman of the International Advisory Council summarized the meeting. «Cooperation of organizations of reserve officers at the international level is not merely an exchange of experience but a way to get acquainted better, stop being afraid of each other. It is a way of good neighbourliness, respect for history and culture of other countries. I’m sure that our joint work will make it possible to translate the International Advisory Council of Organizations of Reserve Officers into powerful association of reserve officers representing different countries.

I’m convinced that we’ll manage to show to the world society that cooperation of those knowing the real price for victory and peace is capable of playing an important role in developing friendship and mutual understanding between peoples.

I would like to draw your attention to the goal of the International Advisory Council which is spiritual and intellectual cooperation of organizations of reserve officers in the interests of projects implementation and holding joints events aimed at solving tasks of mutual interest.

Herewith, we have agreed to rule out any political activities and interference in working procedures of other organizations and countries. We are working in cooperation with state bodies but have our own defined status of self-sufficiency, non-interference in economic, political or military affairs of a state.

All the participants of the International Advisory Council are organizationally self-sufficient and unburdened with mutual financial obligations; all issues are solved on a consensus basis. To take decisions at the Council’s meetings, opinion of observers is taken into consideration.

Main goals of the Council are enhancement of humanitarian ties between retired officers of different countries, friendly and charitable attitude to veterans of the Armed Forces and military service, cooperation in the field of military culture and common human values mutual enhancement, mutual respect and friendly attitude to the youth, its spiritual and moral education, promotion of healthy way of living, involving young people in fitness and sport as well as deepening relations between our veteran and youth organizations.

In general, our Council is a bridge to the future which makes it possible to teach our children and grandchildren living in different countries to be friends, communicate rather than fight with each other," Alexander Kanshin said.

The meeting was attended by 18 organizations from 16 countries, there also were 4 observers from 3 states. Organization of Veterans of the Republic of Moldova joined the International Advisory Council becoming its full — fledged member. Chairman of the Association of the Polish Armed Forces Soliders signed the protocol on participation as an observer. Two associations from the Kingdom of Spain also took part in the meeting as observers.

It is remarkable to notion the meeting was attended by ambassadors and military attaches from 16 countries, representatives of the State Duma, Federation Council, Security Council, UNESKO, Audit Chamber, Ministry of Foreign Affairs and Ministry of Defense of the Russian Federation, government of Moscow and Saint-Petersburg, International Union of Youth Public Associations «Union of Pioneer Organizations — Federation of Youth Unions», Russian — Chinese the Shaolin Martial Arts International Association, students of Russia’s Friendship University from Brazil, Vietnam, Mongolia, India, China and various mass media.

Following the results of the meeting the Main areas of the International Advisory Council’s activities scheduled for 2011 — 2012 was defined, the final statement by the association participants was adopted, Minutes on establishment of the International Advisory Council of Organizations of Reserve Officers were signed.

The next meeting is planned to take place in Slovakia in May 2012.

Finally, the participants of the meeting were presented certificates of the Council, IAC pennons, emblems and mark.

Expecting the meeting of IAC, its participants attended the Central Museum of the Russian Federation Armed Forces where they got acquainted with the museum exposition and met with representatives of the Defense Ministry of the Russian Federation and inspectors General of the military department.

The guests heard a speech delivered by the Russian Federation Assistant Defense Minister on work with veterans General of the Army Uriy Yakubov and Head at interim of the Department General on personnel of the Russian Federation Armed Forces Major-General Yuri Dashkin. Russia’s Assistant Defense Minister on work with veterans General of the Army U. Yakubov.

After that, the retired officers and delegates of the diplomatic corps visited the Central Academic Theatre of the Russian Army and had a conversation with a creative group and the theatre’s management.
