PRESIDIUM MEETING IAC IN VIENNA

29–30 January 2015 in Vienna held a meeting with the participation of members of the Presidium of the International Advisory Committee of the Organizations of reserve officers (IAC; President, Secretary General and Vice-Presidents) and representatives of organizations — members of the IAC: Austria, Hungary, Jordan, Kazakhstan, Poland, Serbia, Slovakia, Russia, France.

Agenda:

1. On the work of the IAC in 2015
2. On the preparation and holding of the International humanitarian action
   «The Mission of Peace and Friendship», dedicated to the 70th anniversary of the Victory over fascism. (Dates: 14–15 April 2015 or 16–18 June 2015 in Paris at UNESCO Headquarters or in the Office of the United Nations in Geneva). Information IAC President A. Kanshin and the President of the French Federation of participants of foreign operations and the President of the International Association of United Nations Peacekeepers L. Attar-Bayrou.
3. On the registration of the IAC. Information of General Secretary of IAC A. Kumakhov.
4. International Film Festival «For a world without war and military conflicts». Information of Assistant of the President of the IAC O. Alexeeva.
5. IV meeting of the IAC.
6. Organizational matters.
7. Round Table: «The Role and Place of the International Advisory Committee of Organizations of reserve officers in combating international terrorism and extremism». On Appeal of the participants «Mission of Peace and Friendship» on countering the terrorist threat. Information of A. Kanshin.

Discussion of all issues on the agenda were held in interested and a constructive manner, approved all proposals by the Secretariat with some amendments.

The decision taken is:

1. International humanitarian action «Mission of Peace and Friendship»

dedicated to the 70th Anniversary of the Victory over fascism, and IV meeting of the IAC to hold on 16–18 June 2015 in Paris at UNESCO Headquarters with the support and assistance of the French Federation of the participants of foreign operations and the International Association of United Nations Peacekeepers (Head of L. Attar-Bayrou).

2. To conduct a presentation the Film Festival «For a world without wars and military conflicts» in the framework of the International Humanitarian Action «Mission of peace and Friendship» and IV of the IAC meeting in Paris in June 2015.

IAC Secretariat requested to finalize the draft letter and inform the members IAC about the concept and program of the International Film Festival, as well as the formation of the Organizing Committee and the Jury for its preparation and conduct.

3. Discussion of «The Role and Place of the International Advisory Committee of the Organizations of reserve officers in combating international terrorism and extremism» and the draft Memorandum of the meeting of the Presidium of the IAC about the terrorist acts in France in January 2015 was lively and businesslike.

In them actively participated B. Yertayev (Kazakhstan), M. Irdaisat (Jordan), L. Attar-Bayrou (France), F. Blanarik (Slovakia), R. Shkorich (Serbia).

In his speech, Vice-President of the IAC, the Chairman of the veterans of the Armed Forces of the Republic of Kazakhstan, member of Majilis Parlament B. Yertayev stressed that members of the IAC must be united in combating international terrorism and extremism, its capacity to promote liquidation the main reasons for their strengthening: the social and economic problems, corruption, youth dissatisfaction with their position in society. At the same time, it is necessary to enhance the participation of members of the IAC in patriotic education of youth.

Chairman of the French National Federation of the participants of foreign operations, the President of the International Association of United Nations Peacekeepers «Soldiers of Peace» L. Attar-Bayrou thanked the Secretariat of the IAC for the condolences on the terrorist attacks in France in January 2015, endorsed the text of the proposed Application to harmonize of members at the meeting of the Presidium this event. He said that he intends present the text the Memorandum to President of France and the Minister of Defense.

In his opinion, it would be advisable under international humanitarian action «Mission of Peace and Friendship» and IV IAC meeting in Paris in June 2015 to adopt a final document in the form of a «Charter for Peace», which should have been express the position of the IAC concerning counteraction to modern challenges and threats, maintaining peace and security.

Vice-President of the IAC, Director General of Economic and Social Association of retired military personnel and veterans of Jordan General M. O. Irdaisat touched the Middle East problem, the acute tense situation in the region as one of the catalysts for activation of radicalism and extremism.

In his closing speech, President of IAC A. Kanshin, summarizing all the speeches, comments and suggestions made by the participants of the meeting stressed that to successfully counter the international terrorism, extremism, religious radicalism in modern conditions can only joint efforts of all peace-loving forces, public and youth organizations, in the based on tolerance and respect for the rights of all members of society.

OF THE INTERNATIONAL ADVISORY COMMITTEE
OF ORGANIZATIONS OF RESERVE OFFICERS

Participants of the meeting of the Presidium of the International Advisory Committee of the organizations of reserve officers (IAC) and representatives of member organizations of IAC from Central Europe, held in Vienna on 29–30 January 2015, on behalf of members of the Committee extend their sincere condolences to the people of France, families and friends of the victims of the acts of terror in France in January 2015.

These tragic events demonstrate the need for consolidating efforts by all states to enhance effectiveness of cooperation of all countries and peoples, as well as all public organizations in the fight against international terrorism.

All members of the International Advisory Committee of the organizations of reserve officers strongly condemn every act of terror, whichever excuse is sought to justify one, wherever and by whoever committed.

Zero tolerance to terrorism in today’s fragile architecture of the world!
