International Advisory Committee of the Organization of reserve officers(IАC), the Regional Council of the Organizations of reserve officers and provision of Southeast Europe-IAC members and Clubgenerals and admirals of Serbia held an International scientific-practical conference «The First World war: Causes, lessons, conclusions and modernity».

The conference took place in Belgrad on April 23–26 2014.

Participated representatives from 21 countries — scientists, historians and philosophers, leaders of the member organizations of the IAC (15 countries) from Europe, Asia, Middle East and vice-presidents of the IAC, the leaders of the three major international organizations: President of the International Association of Economic and Social Councils and similar Institutions Yevgeny Velikhov, President of the International Association of United Nations Peace keepers"Soldiers of Peace"and the President of the French National Federation of participants of foreign operations Mr. Laurent Attar-Bayrou(France),Vice-President of the World Federationof veterans Mr. Dan Vigo Bergtun(Norway)as well as president of the Academy of Military Sciences, Army General Mahmoud GAREEV(Russia),Secretary of the Council of Defense Ministers of the CIS member states, Lieutenant-General Alexander Sinaiskiy.

For the first time in the events of the IAC took part delegations from organizations of reservists and retired officers from Albania, Romania and Turkey, with which the Secretariat IAC has set the first point of contact.

The conference was also attended by the Minister of Defence of Serbia Nebojsa Rodich, Chief of the General Staff of the Armed Forces of Serbia General Ljubisa Dikovich, and Deputy Defense, other military leaders and veterans of the Serbian public figures and scientists-academicians,doctors and professors, Ambassador Extraordinary and Plenipotentiary of Russia to Serbia A.Chepurin, Military Attaché at the Russian Embassy in Serbia v. Volkov, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus in Serbia v. Chushev, other representatives of the diplomatic corps of Belgrade.

Conference in Belgrade has become an important part of numerous events held in different countries in connection with the100-th anniversary of beginning of the First World War, because of the relevance to modern conditions to analyze the causes of the war, which claimed thelives of tens of millions of people,to learn and draw conclusions, and prevent modern wars and military conflicts, which will be even more terrible threat to the existence of modern civilization.

Informative presentations of participants and findings will contribute to individual coverage, not enough yet studied aspects of the history of the war, and efforts to maintain international peace and security.

The importance and relevance of theme of the conference, a lot of attention to it was the fact that the President of the Republic of Serbia, Mr. Tomislav Nikolichas taken on April 23 at his residence the delegation from the conference participants, wherehe was awarded the highest award of the IAC Order «For chivalry».Serbian President praised the activities of the IAC, pointed to the importance of his work.

An important event was the laying of conference participants to memorial wreathand flower sat the Monumentto the Unknown Hero-victims of the First hero War and died in the Balkan Wars of 1912 — 1918.

As emphasized in his speech the President of IAC A. N. Kanshin: «We are well aware that such wars and military conflicts, understand how it is sometimes easy to untie the mand how hard the nto stop the bloodshed, killing of civilians, including children and the elderly. We are not a political organization and dont not interfere in the affairs of countries. It is recorded in our fundamental documents. But the situation developing in the world today, encourages our organization to articulate its position: the international community should be used to save the world all the possibilities-political, economic, diplomatic, the police,but not involve the armed forces in the resolution of disputes».

The conference participants adopted Appeal to Heads of State and governments, public, veterans, youth organizations, the international community. It emphasizes that «the First World War became a global tragedy that claimed the lives of many millions of people. In military operation shave raised more than 70 million people, killed more than 17 million people and wounded about 20 million soldiers and officers, civilian casualties amounted to more than11 million people, which led to immeasurable social and economic consequences and human suffering».

The Appeal Conference participants noted that in the present era of globalization has given mankind a lot of progress, but did not solve the many socio-economic problems and is fraught with numerous security threats- ecological, economic, energy, social and others. Today, there is still a threat to world peaceand security- from inter-ethnic and inter-religious extremism and confrontation, to manifestations of acts of international terrorism, up to large-scale wars.

Members of the International Advisory Committee of the organizations of reserve officers in their work aimed to use their experience and capabilities to counteract modern threats.

April 24, 2014 in Belgrade held a meeting of the International Advisory Committee of organizations of reserve officers, on which the IAC members unanimously adopted «the French NationalFederation of participants of foreign operations» (ChairmanMr. LaurentAttar-Bayrou, France).

Approved the draft Concept of the International Film Festival «Without wars and armed conflicts»,and the establishment of the International Military Philosophical Society, which were proposed by the IAC Secretariat.

The delegation of the «National Association of Military reservists Albania», «National Association of retired military men and reserve» Alexandru Ioan Cuza»(Romania)» and «Turkish Association of retired officers (TROA) introduced with the basic principles of the IAC events. They were transferred to the basic documents of creation and activities of the Committee for the consideration and decision of the interaction of our organizations and the possible entry of the IAC.

It is gratifying to note that the participants' attention, first of all,spokeof scientists and military was focused on uncovering the individual, still dimmly lit or unknown events of the First World War, its consequence sand lessons, as well as the measures needed to prevent newwars and military conflicts.
